IT Commercial Specialist Full Time

IT Commercial Specialist- (Inside IR35) Contract Term: 11 Months Contracting Authority: The Home Office Location: Hybrid – London, Croydon – (2 days attendance will be required) The first duty of Government is to protect the public. As an IT Commercial Specialist your main responsibilities would be:



  • Adhere to the hybrid working policy which states that a worker should be office based at least 40% of the working week. In addition, this role requires close working relationships with stakeholders and suppliers so visit to other HO locations (London, Croydon, SoapWorks, and other locations as required) maybe required as well as attendance at directorate and Team level events.


The role's main benefit is to:



  • Lead on DDaT Networks and Infrastructure and end-to-end delivery of critical procurements as well as working to support savings initiatives and development and embedding of the category management strategy

  • Support CCS with the development of MOU’s providing HO requirements and support as required

  • Develop robust and coherent strategy for potential migration from G-Cloud to Cloud Compute 2 for Public Cloud Hyperscale clearly articulating the benefits and risks with input from specialist functions (legal and finance) for senior commercial review and sign off

  • Develop complex project plans taking into consideration various contractual end dates and spend approvals and overlay with procurement activity needed

  • Work collaboratively with internal and external stakeholders such as legal, N&I, finance, CCS and other Gov departments to develop a clear understanding of risks and benefits

  • Support the approvals process including CAB, DDaT spend controls and Cabinet Office spend controls

  • Undertake the procurement activity keeping a robust audit of all decisions made

  • Gain a deep understanding of the invoicing and supplier payment process for Public Cloud contracts and consider if improvements can be made

  • Development of Contract Management Plan which considers contract management throughout the entire lifecycle, to include, clear governance, the resources required, training needs and spend monitoring


Skills or knowledge required:



  • An expert in managing major and complex IT contracts and ensuring the best value is obtained.

  • Full understanding of public sector procurement, and Procurement Regulations.Full knowledge of CCS Frameworks and methods of accessing those Frameworks.


Qualifications and Experience required:



  • Experience in managing high value, technical ICT procurements

  • The ability to work in multi-disciplinary teams, bring together people and views to inform decision making, and be willing to support work that isn't part of your core role

  • Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people


Essential:



  • SC Clearance

  • Experience of Procurement regulations

  • CCS Frameworks experience

  • Experience of complex, high value procurement

  • Cloud hosting procurement experience

  • Public Sector experience

  • Experience of JAGGAER


Desirable:



  • MCIPS
