Overview:

London Borough of Harrow is looking for a Specialist Support Officer (Requisitioning, Finance) to provide efficient and effective specialist administrative support for Harrow Music Service, which is responsible for music education in schools within the borough. This includes instrumental teaching, class music, advisory support and CPD for schools and music teachers generally. We also run an instrumental loan scheme and present Festival and Concert events throughout the year. This role is one of two front-line, public-facing roles communicating appropriately to HMS teachers, school staff, parents, students and members of the public regarding anything to do with the service HMS provides such as staff absences, cover, timetables, instruments, events, fees and charges, payments and SLA contracts, and dealing with queries.

The HMS office is based at Harrow Arts Centre and all staff are occasionally expected to work at other venues from time to time, including evenings when events or meetings are taking place. All staff are expected to contribute to the overall service provided by HMS including managing and moving musical instruments or teaching resources as needed, and assisting at staff training conferences and external meetings.

To requisition purchases through the Council’s finance processes (D365). To journal charges to schools for the provision of services through the Service Level Agreement. To oversee expenditure and income on a monthly and yearly basis and support the Head of Music Service with end-of-year finance.

We particularly welcome candidates with an interest in music and music education, and some knowledge of the borough and of schools.

This is a specialist role with a particular focus on data capture, financial management and the ongoing timetabling of the music service. You will need to have excellent organisational and communication skills and the ability to prioritise work between the day-to-day and ongoing deadlines. Accuracy is essential, as is understanding of an appropriately courteous tone and level of presentation in phone and email contact. The Music Service operates under time pressures, within specific deadlines; some flexibility in adapting to changing pressures and priorities may be required from time to time. Assistance at some evening meetings and events will also be required from time to time.

About you: The successful candidate will have:
  • Experience of working for more than 0.5 of full time for more than 6 months in an office setting
  • Experience of serving the public or customers
  • Experience of working in a team
  • IT skills including Excel, Word, databases, email etc..
  • Ability to note take
  • Ability to communicate clearly in English both verbally and in writing
  • Ability to input data and to read data reports (financial and other)
  • Ability to work under pressure to meet deadlines
  • Ability to work collaboratively with others as part of a team
  • Ability to read and present financial and statistical data
