CYP Mental Health Castle Green Project Manager Full Time

at NHS Norfolk and Waveney Integrated Care Board Norwich in Norwich (Published at 06-09-2024)

NHS Norfolk & Waveney Integrated Care Board (ICB) and Norfolk County Council (NCC) have been successful in securing funding to develop a new Children and Young People’s (CYP) mental health crisis service in the east of Norfolk.

The new service, known as an Intensive Day Service will be delivered by our local mental health provider, Norfolk and Suffolk Foundation Trust (NSFT), and specifically the children’s Crisis Assessment and Intensive Support Team (CAIST) and NCC Children’s Social Care staff. In this setting, health and social care staff will use a joint approach termed the “Integrated Practice Model” to joint assess, manage and treat / support CYP and their families. The users of this service will either be near crisis, or are in the midst of crisis.

The project manager appointed to this post will oversee progression through the project lifecycle. For example they will:

  • Help develop the operating model between health and social care teams.
  • Draft, inform and help complete something called a Client Brief Form, which will help architects and builders know what we want from this new building and service initiative – allowing us to deploy £500,000 of capital funding to renovate the identified building.
  • Chair / co-chair meetings with stakeholders that govern, oversee, and inform the service development.
  • Complete and lead on, with support and guidance, completion of all relevant project paper associated with the project; minutes, agendas, briefing papers, update papers, specifications, project timeline documents, etc.
  • Work with stakeholders to progress the building refurbishment through lease transfers, planning permission, tendering and evaluation of architectural plans, and refurbishment plans.
  • Update senior system stakeholders and NHS England colleagues.

  • To work effectively in collaboration with clinicians and managers of other health and social care organisations within the health and care system or elsewhere, where there are common interests or care pathways.
  • The ICB aspires to be a flexible, productive organisation which changes positively the way care is commissioned and delivered. It will be management resource light, buying in some important management services and so all staff will be required to carry out a range of activities not explicitly defined in their job description (but within their competence). Activities will also be performed by teams coming together for specific projects and all staff will be supportive of other staff, irrespective of which part of the organisation they come from. The post holder may be required to cover for/support other activities within their level of competence and responsibility.
  • To conduct yourself in a manner consistent with the system’s vision and values and approach to patient and public engagement within Norfolk and Waveney.
Support the commissioning programme lead to ensure the projects’ strategic and operational priorities are met.

  • Promote joined up working with Norfolk County Council’s Childrens Services and NSFT for the Integrated Practice Model.
  • Develop, refine and monitor a Project Plan and Risk Register for the scoping and implementation of the Intensive Day Service Initiative. They will report on progress, risks and their mitigations.
  • Produce a quarterly (or more frequently, as required) progress report to NHS England, system and internal (ICB) stakeholders.
  • Lead on / co-lead co-production by liaising with stakeholders across the system including CYP and their families to engage and involve them in the development of the initiative.
  • Appreciate and learn from other people’s stories and articulate this to inform service development and redesign.
  • Develop and implement qualitative and quantitative data collection systems that will provide accurate and timely data.
  • Assess procedures, systems and pathways of existing provision and identify areas for improvement.
  • Produce reports on completed work including recommendations for future service provision and gaps in services.

  • Lead on the management of the project deliverables and project administration.
  • Encourage, influence and facilitate health, social care and education professionals and other colleagues to develop practice that is person centred, health promoting, and evidence based.
  • Deliver the financial and business benefits of the project, ensuring that project milestones are achieved on time.
  • Provide oversight and monitoring of all aspects of the project’s budget, including in-year expenditure.
  • Proactively engage with the Local Authority, Community Services, Education providers, in-patient units as well as a range of other internal and external stakeholders.
  • Provide challenge and influence at a systems level.
  • Identify system gaps that require understanding and contribute to the most appropriate solutions to deliver positive outcomes for CYP, their families and staff.
  • Assist with complaints, Freedom of Information (FOI) requests and other related queries.
