About the Group - Personal Tax, Welfare and Pensions
We work to build a tax and welfare system that supports the government’s goals of fiscal sustainability, economic growth, and fairness. We look after high-profile areas including personal taxes, labour markets, welfare, tax administration, pensions, tax avoidance, and savings. We also coordinate spending controls for HM Revenue & Customs, Department for Work and Pensions. The Group is responsible for over £400bn in tax receipts and £300bn in welfare spending, impacting the lives of millions of citizens across the UK.
Our work means that we are often at the centre of ministers’ decision making, and we play a significant part in the Budget and the Spending Review. We work closely with HMRC, DWP and Number 10, and with a wide variety of external stakeholders.

About the Team
The Personal Tax (PT) team is responsible for income tax, National Insurance (NICs), inheritance tax and other aspects of the personal tax system, including longer-term strategy and linking up with other areas of tax and welfare. Total personal tax receipts exceed £300bn so our policies are fundamental in fiscal and economic importance to the Treasury - and of significant interest to the Chancellor and other Ministers. For example, over the past few years this has included freezing NICs and income tax thresholds, delivering Growth Plan measures and the reversal, and taking the family home out of inheritance tax. We work with other teams in HM Treasury, HMRC as well as other government departments and Number 10, and engage with many external partners.
We are a collaborative and open team. We work with other teams to look at the impacts of tax policy on the labour market, the interaction with welfare and pensions, and tax avoidance.
The team is at the forefront of the policy partnership with HMRC. We also work closely with Number 10, other government departments and a range of partners outside of Government and professional bodies like the Chartered Institute of Taxation (CIOT) and the Confederation of British Industry (CBI).
About the job
Great policy making is about understanding what needs to change, what problems we need to solve and supporting Ministers to arrive at the best solution to deliver the change. Policy also means working out how we are going to make the changes or solve the problems, and then delivering on those plans. To do all this, we build relationships with Ministers, Civil Service colleagues, groups with expertise and the public.
To work as a Policy Adviser, you will need to demonstrate a range of skills, including strong problem-solving skills, the ability to clearly explain your thinking both in writing and in person, and the drive to overcome challenges and see your ideas through into action and delivery.
You don’t need to be a policy professional or have any specific qualifications to apply to work as a Policy Adviser at HM Treasury. We are looking for people who have the right set of skills for the role, who demonstrate the values of our organisation, and who are motivated to come and work with us on a range of issues that are at the heart of how we spend money and deliver public services.
The role provides significant responsibility and exposure to senior officials and ministers. You will be working at pace, on high-profile issues, leading on core elements of personal tax policy. You will be at the centre of the Treasury’s fiscal event cycle, advising the Chancellor for Budgets and Finance Bills; helping improve the tax system and solving difficult problems. The postholder will work flexibly across team to support urgent priorities as they emerge, as well as owning longer-term strategic work.
Key accountabilities:
Income tax policy is one of the most exciting roles in HM Treasury, leading on a core element of the tax system and the largest revenue by tax head (more than £200bn per year). The work of the team has significant ministerial, press and parliamentary interest!
The post-holder will:
- Lead on setting income tax rates and thresholds and the Personal Allowance. Monitor the effects of the current freeze and advise ministers on any potential future changes. Link to other teams working on thresholds, notably National Insurance thresholds, to ensure our approach is aligned. Link to the analytical teams to provide detailed analysis on options for changes. Legislate each year to ensure income tax is collected at the correct rates, via the Budget and Finance Bill.
- Own the branch’s work on the policy development of any explorations into the income tax system and simplification, including on legislation and implementation. This an exciting opportunity to think radically about all the options in the income tax space with high ministerial, special advisor and senior interest. This will involve close collaboration across PT, other tax teams in HMT and HMRC.
- Lead on the taxation of property income, including how it interacts with homeownership and wider simplification agendas. The successful candidate will work closely with HMRC and other HMT tax and housing teams to develop strategies and will include opportunities to lead and drive forward specific policy proposals.
Other roles may be available in the Personal Tax team or wider group, and candidates considered over the line after interview may be approached to discuss potential opportunities.
