Job summary

The National Institute for Health and Care Excellence (NICE) is the independent organisation responsible for providing national guidance and advice on promoting high quality health, public health and social care.

We improve outcomes for people using the NHS and other public health and social care services by:

  • producing evidence-based guidance and advice for health, public health and social care practitioners
  • developing quality standards and performance metrics for people providing and commissioning health, public health and social care services
  • providing a range of information services for commissioners, practitioners and managers across the spectrum of health and social care.


The Strategy, Policy and International Team supports NICE’s Executive Team to define NICE’s strategy, build and execute effective plans to implement it, and adapt it to changing circumstances. We ground our work in an understanding of the needs of the health system and the capacity of NICE to meet those needs, and we are responsible for defining and managing significant change across the organisation.

The Strategy Team leads strategy development on behalf of NICE, development of cross-cutting policy, and includes the new enhanced horizon scanning function comprising clinical leads and strategy colleagues. This role will support both core strategy work and horizon scanning activities.

Job description

This role sits at the intersection of horizon scanning and policy and strategy development in NICE’s new Strategy, Policy and International Directorate.

Duties include:

  • supporting NICE's new horizon scanning function in the collection, analysis and reporting of insights about emerging technologies, trends and policies relevant to health and care

  • supporting policy and strategy analysis and development relating to the delivery of NICE’s aims or in support of government priorities more widely

Time will be divided equally between the two work areas, with variation throughout the year in the degree of focus on each area.


In supporting the enhanced horizon scanning activity, you will work with the Innovation, Policy and Strategy Advisor, horizon scanning leads, and AD Strategy to enable the effective operation of this new priority function.


You will facilitate the effective operation of the function by managing multiple information streams, preparing summary documents, and engaging with internal and external partners to support identification of notable areas of technological innovation for further review by colleagues.


More widely you will work as part of NICE’s central policy and strategy function to identify relevant policy, political or strategic changes of relevance to NICE, work with the Innovation, Policy and Strategy Advisor to analyse the impact of those changes, and support work with colleagues across NICE to develop appropriate policy advice and responses.
