The Projects and Technical Architecture team form part of the Technology, Delivery, Strategy and Commercial team, which provides ownership and delivery of our technology strategy and is supported by Business Engagement and Commercial teams.
These teams exist within the wider Workspace, Information, Security and Technology Directorate (WIST) which provides strategic leadership on property, technology, information management and security services across the Department of Health and Social Care and its arm’s-length bodies.
The Projects and Technical Architecture team is responsible for the overall architectural control of the DHSC digital and technology portfolio, providing hands-on technical leadership in the development, deployment, operation and ongoing improvement of services, working proactively to maintain a stable, viable architecture, and ensuring consistency of design.
Job description
This role will have a wide-ranging technical assurance responsibility across a broad portfolio of digital and technology operations, including M365 and Azure, as well as servicing a busy portfolio of projects and new integrations.
The role reports directly to the IT Strategy, Technical Design Authority and will contribute to all aspects of the team's assurance role and be active in advising and influencing a broad range of colleagues, suppliers, customers and other stakeholders.
This is an opportunity to work with, advise on, and support a modern toolset with a wide range of integrations benefitting both site-based and remote workers in a standardised, resilient enterprise digital and technology context.
The role is suitable for those already experienced in a similar assurance role or for those with relevant solutioning experience who are willing to develop the necessary disciplines and breadth of knowledge.
Person specification
The role is responsible for supporting all technical design authority activities including:
- Developing the IT strategy and maintaining its relevance as the DHSC business model evolves.
- Maintaining the architecture transition roadmap covering M365 modern workplace, Azure, LAN, telephony, AV and other services.
- Overseeing the technical design and provide technical assurance for the delivery of specific projects commissioned by DHSC to modernise DHSC and core digital and technology services.
- Ensuring proposed solutions meet business objectives and requirements and are aligned with strategic and security frameworks.
- Acting as design authority during project engagements and in prospective, information gathering and scene setting meetings with colleagues in DHSC and with other government departments.
- Supporting M365 Message Centre notification management as well as change advisory board impact assessment.
- Liaising with business engagement colleagues to interpret user needs for new and existing services.
- Supporting secure by design principles, engaging with cyber security and information governance colleagues.
- Presenting solutions to project and programme boards and other stakeholders.
- Reviewing all new work requests and proposals against the current product set, the strategic roadmap, and business case objectives.
- Leading proof of concept work.
- Engaging with and managing 3rd party supplier contributions to strategy and delivery.
- Maintaining currency with technical solutions and emerging trends and issues, align with Government best practice, policy, standards, toolkits and relevant legislation.
Key skills and experience required for the role
Essential Criteria:
- Practical experience of the technical design, deployment and support of digital and technology solutions in an Enterprise setting.
- Hands-on experience of managing Microsoft technologies such as M365, Azure, Networks.
- Proven ability to gather and understand business requirements and define effective solutions.
- Experience of working with diverse groups of stakeholders and influencing across organisational boundaries; communicating technical issues in plain English.
- Understanding of technical assurance principles.
- Understanding of secure by design and risk management principles.
Desirable Criteria:
- Experience of carrying out technical assurance activities in an Enterprise setting.
- Experience of working with and managing 3rd party suppliers.
- Understanding of cyber security and information assurance principles.
- Qualifications: Microsoft Certifications M365 and Azure related or other Cloud Certifications.
- Qualifications: TOGAF.
Your normal place of work will be your contractual primary workplace, usually either London or Leeds. Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.
You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.
Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.
There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
